Create new abend code for RACF error

Under CICS a user gets a RACF error accessing the EXTRACT-EXIT progam which then causes
ADACICS to take a U670 abend, which states that the installation was not correct. The installation is
correct. Request a new abend code for RACF violation instead of issuing a U670.
