Add back ECBS count to CLOGLAYOUT=8

This field has been available on all prior CLOGLAYOUT. It is extremely useful in determing bottleneck situations on the command queue that delay users (for example, update users during a SYN2 situation, users during other ET sync, slowdown from CICS regions, etc). See also 3795. By collecting the clog records and reporting on time interval (or by command type), this is a very useful field.
