[RBAC] Improve logging options

I/O to NUCADT.LOG can cause issues - there is nothing configured to manage the logs, so they just grow endlessly. logrotate and cron renames were suggested, but the writing of the log files seems unreliable - ACINVERR errors and log records written partially to one file and partially to another.
