Natural Buffer Pool utility (NATBPMON) should respond with a clear status even when BP is not active , and not with a nasty error message , which is not intuitive

Natural BP is a crucial component for a Natural environment to function properly, If the BP is not active from any reason, it should be brought up ASAP. using the NATBPMON is the main tool for that.Currently when the BP is down, a nasty error message will appear, which does not explain the reason or direct the operator to start the BP as a recommended action.This situation can happen in a DR scenario, in any crises or failover of the platform etc' - so the time to recover may be essential.
