Applications using NNI should not be required to live in $NATDIR/bin

Applications using NNI should, as was the case until Natural 6.3, be able to run from anywhere rather than be required to run out of the Natural bin directory (as documented).

It is just not feasible to require sites to have entire applications installed inside $NATDIR/bin just to be able to use NNI, this is a maintenance nightmare as far as Natural upgrades are concerned as well as managing the applications itself.
