Allow ADMIN to enter NATBPMON when max users in use.

When the Natural Bufferpool max users has been hit, my admins cannot use the NATBPMON utility to perform any cleanup (like killing/deleting users). It requires an available user slot. Can you reserve a user slot or over-allocate a user slot to allow SAGDBA or some other designated account to open NATBPMON and administer the utility?
