When, for some reason, the bufferpool exceeds the max. user limit it is no longer possible to connect to it with natbpmon to, for example, kick "dead" sessions and free up slots in the user directory.
It would be very beneficial if there were "reserved slots" for natbpmon allowing it to connect and clean up even when the user limit is exhausted.
Right now often enough the only way to rectify this is ipcrm the shmem and semaphores and start the bufferpool again, which means all sessions get kicked.
