when working with the editor split (Window > Editor > Toggle Split Editor), the Outline view for the active edit pane is only visible and usable from one of the Split panes. If it can it be made visible and usable from both, it would be much more useful.

delete this idea - problem is some transient issue with Outline view not being updated. if I can reproduce it consistently, I'll open a support ticket.
Outline view does normally show correctly regardless of which panel of the split editor is being used.
